John Lennon was right when he spoke of Hell being “below us.” That is biblical. The word “Hell” is used 54 times throughout Scripture, and it is always referred to as being "below" us (Proverbs 15:54, Isaiah 5:14, 14:9,15, 2 Peter 2:4, and many other places). Also, scientists now tell us that there is fire (great heat/molten rock) below us. So, perhaps there's the answer to your first question as to its location.
Now to your second question--on how to get there. Simply die in your sins. That will get you there. It doesn’t matter if you are an agnostic, an atheist or a religious person; if you die in your sins you will get Eternal Justice. This makes no sense until you understand that God is perfect. He is holy. He sees your thought-life and the deeds you do in darkness. He considers lust to be adultery and hatred to be murder. Lying lips are an abomination to Him. Every time you sin, you store up His just wrath. That is the teaching of the Bible from start to finish.
Again, simply die in your sins and you get exactly what’s coming to you for adultery, fornication (sex out of marriage) hatred, envy, greed, lust, jealousy, lying, stealing, ingratitude, rebellion, bitterness, unbelief, blasphemy, etc. Die in Christ and your every sin is forgiven, because of what He did on the cross. By the way, God won't send anyone to Hell. No judge "sends" a criminal to prison. His crimes send him there. The judge merely carries out justice. The Bible even says that God is not willing that any perish, but that all come to repentance. That means you Matthew.
In answer to your third question: “Further, furthermore, tell me how I will get there when all brain function has ceased.” I plead the Fifth on that one. If I use the words "atheist" and “all brain function has ceased” in one sentence, I will get myself into trouble for a seeming lack of charity.
